PICME 3.0 Registration Login 2024

The PICME 3.0 Registration and Login portal, accessible at picme.tn.gov.in, is an essential tool for the comprehensive management of birth and death registrations in Tamil Nadu. Developed by the Department of Public Health and Preventive Medicine, this platform streamlines the registration process for expectant mothers, ensuring they receive timely medical care and support. The system is designed to reduce maternal and infant mortality rates by tracking high-risk pregnancies and providing necessary interventions. It also integrates seamlessly with the state’s birth and death registration software, ensuring accurate and up-to-date records for all registered individuals.

 

 

Objectives of Public Health and Preventive Medicine :

  • Provide qualitative primary health care services to the community.
  • Focus on maternal and child health care.
  • Prevent and control communicable and non-communicable diseases.
  • Districts named as Health Unit Districts.
  • Larger districts bifurcated for administrative reasons.
  • Each district under the control of a Deputy Director of Health Services.
  • Comprises 30-40 Primary Health Centres (PHCs) on average.
  • Established at one per 30,000 rural population in plain areas.
  • One per 20,000 population in hilly areas.
  • Each PHC staffed with at least two Medical Officers and field health staff.
  • Each PHC includes 5 to 6 Health Sub-Centres on average.
  • Sub-Centres established at one per 5000 rural population in plain areas.
  • One per 3000 rural population in hilly areas.

Registration of Pregnancy :

1. Via Village Health Nurse :

  • Pregnant mothers can directly approach the Village Health Nurse or Urban Health Nurse in their area to register their pregnancy.
  • The Village Health Nurse or Urban Health Nurse will confirm the pregnancy, register the details in the PICME software, and provide the pregnant mother with an RCH ID.
  • Upon completion of registration, a confirmation SMS will sent to the mother’s mobile number.
  • The Government of Tamil Nadu mandates the registration of all pregnancies and the issuance of an RCH ID for the registration of births.
  • If the mother does not have an RCH ID at the time of delivery, she must register immediately after delivery and submit the RCH ID to the hospital concerned.

2. By Pre-Registration for New Residents :

  • If a pregnant mother is new to the area and unable to contact the local Village Health Nurse or Urban Health Nurse, she can pre-register her pregnancy using the following methods. A confirmation SMS with pre-registration details will sent to her mobile.
  • Online Pre-Registration : The mother can visit PICME and enter the required details to pre-register her pregnancy.
  • e-Seva Centres : The mother can visit the nearest e-seva centre to pre-register her pregnancy free of cost.
  • Call Centre (102) : The mother can call the toll-free number “102” to pre-register her pregnancy.
  • Government Hospitals : The mother can approach the nearest Government Hospital to pre-register her pregnancy.
  • SMS Notification : Upon completing pre-registration, an SMS will sent to the registered mobile number.
  • Forwarding to Health Nurses : Pre-registration details are forwarded to the concerned Village Health Nurse or Urban Health Nurse, who will then contact the mother and complete the registration process.
  • RCH ID Issuance : After registration is completed, the mother will receive an RCH ID.
  • Service Reminders : Periodic SMS reminders will sent to the mother’s mobile, highlighting the services to availed by the mother and child.
  • Software Integration : The PICME software is linked to the State Birth and Death software (CRS). Upon generating the RCH ID, PICME shares it with the Birth and Death Registration Server. Similarly, when a birth is registered, the Birth Registration Number is shared with the PICME server.

Objectives Of PICME :

  • Continuous Delivery Care : Provide ongoing delivery care services to pregnant and lactating mothers and their children.
  • Reduce Mortality Rates : Aim to reduce both Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR).
  • Track and Intervene : Identify high-risk mothers and provide timely interventions.

Filling Pre-Registration form in PICME :

  • Accessing the Website :
    • Open a browser and enter the URL :  picme.tn.gov.in/picme_public.
  • Entering Applicant Information :
    • Enter the pregnant mother’s name in the “Applicant Name” field.
    • Type the name in Tamil using phonetic language; use the “Need help in Tamil typing?” tab if assistance is needed.
    • Enter the usual place of residence in the “Applicant Address” field.
  • Selecting Administrative Unit:
    • Select the Administrative Unit, which is your Block or Union.
    • Choose the mother’s Village / Street name from the list displayed under “Village”.
    • The Primary Health Centre, Health Sub-Centre, and the Village Health Nurse (VHN) / Urban Health Nurse (UHN) names will displayed based on your selection.
  • Preferred Meeting Details:
    • Enter your preferred day and time to meet the VHN/UHN.
  • Mobile Verification:
    • Enter your mobile number; an OTP will sent to it.
    • Enter the OTP in the designated field.
  • Completing the Registration:
    • Enter the CAPTCHA details as displayed.
    • Click “Save” to store the entered information.
  • Acknowledgment:
    • An acknowledgment with a Pre-registration ID will displayed.
    • Keep the Pre-registration ID safe for future reference and provide it to the VHN / UHN when they meet you.
  • Using Pre-registration ID:
    • If pre-registration is done at the time of delivery, provide the Pre-registration ID to the hospital authorities to register the birth of the baby.

How to do New Birth or Death Registration ?

 

  1. Visit the official website of PICME – picme.tn.gov.in
  2. On the home screen locate the tab named ” Birth Certificate ” and click on it.
  3. Now select the option of whether you want a Birth or Death Certificate.
  4. Accordingly for birth registration add relevant details related to birth. Like Date of birth, Gender and more.
  5. For death registration add details about death like date of death, place of death and others.
  6. Enter the verification number shown.
  7. Now you are ready to access the certificate and download it for future.
