As of June 1, 2024, obtaining a driver’s license in India is poised to become easier with the introduction of new regulations by the Ministry of Road Transport and Highways. Individuals will now have the choice to undergo their driving assessments at private driving training centers, departing from the conventional approach of relying solely on government-operated Regional Transport Offices (RTOs).

Driving Tests at Private Institutions :
- New Option: Effective June 1, 2024, individuals have the choice to undergo driving assessments at private driving training centers, rather than exclusively at RTOs.
- Authorisation: These private institutions are granted authorization to conduct tests and issue certificates verifying license eligibility.
Application Process :
- Online Application: Apply for a driver’s license online via parivahan.gov.in.
- Manual Application: Alternatively, you can visit the RTO to submit a manual application.
- Fee Variation: The application fee varies depending on the type of license.
- Submission and Demonstration: Visit the RTO to submit required documents and demonstrate your driving skills for license approval.

Simplified Application Process :
The Ministry has simplified the documentation process for obtaining a new license, tailored to whether it’s for a two-wheeler or four-wheeler license. This reduces the necessity for physical examinations at RTOs.
Updated Requirements for Private Driving Schools :
- Land Requirement : Driving schools are mandated to have a minimum of 1 acre of land for two-wheeler training and 2 acres for four-wheeler training.
- Testing Facility : These schools must have access to a suitable testing facility for conducting driving tests.
- Trainer Qualifications : Instructors are required to possess a high school diploma or equivalent, along with a minimum of 5 years of driving experience. Additionally, they should be familiar with biometrics and IT systems.

Applying for a Learner’s License :
A. Online Process :
- Go to sarathi.parivahan.gov.in.
- Choose your state from the options provided.
- Click on “Application for New Learners License” under the “Learner’s License” section.
- Complete the Learner’s License application form with the required details.
- Proceed by clicking the Next Button.
- On the scheduled date, visit the Regional Transport Office (RTO) with your original documents and Fee Slip.
B. Offline Process :
- Download the form from the state transport official website or visit the nearest RTO to obtain Form 4.
- Complete the application form and submit it along with required documents such as age proof and address proof at the nearest RTO.
- Pay the application fee as specified.
- Optionally, schedule a slot for the Driving Licence test.
- Take the test at the RTO office if desired, and upon passing, receive your driving licence.

Types of Driving Licence :
- Learner Licence : Required for obtaining a permanent or commercial licence, but under new Indian driving licence rules, the driving test is optional.
- Permanent Driving Licence : Needed for personal use like commuting or shopping, valid for 20 years or until the age of 50.
- Commercial Driving Licence : Essential for transporting goods with Medium or Heavy Goods Vehicles, valid for 3 years.
- International Driving Licence : Necessary for driving overseas, valid for up to one year.
Driving Licence New Rules 2024 :
- Option for Test Location: Applicants can now choose to take the driving test at a center of their preference instead of the traditional RTOs.
- Strict Penalties: Penalties for driving without a valid license have become stringent, with fines ranging from Rs. 1,000 to Rs. 2,000, and heavy fines up to Rs. 25,000 for parents if a minor is found driving.
- Streamlined Documentation: The documentation process for obtaining a driver’s license has been simplified, with specific requirements communicated to applicants in advance based on their license type.
- Environmental Sustainability: Efforts are underway to phase out 9,000 old government vehicles and improve emission standards to promote environmental sustainability on India’s roads.
- Online Application: Applicants have the option to submit their driving license applications online via the official website of the Ministry of Road Transport and Highways, parivahan.gov.in, or through manual submission at their respective RTOs.
To apply for a PVC driving license :
- Visit the official website of the Ministry of Road Transport and Highways at parivahan.gov.in.
- Navigate to the “Online Services” section on the homepage.
- Click on the “Driving License Related Services” option.
- Select the option for “Apply Online” for a new driving license.
- You will be redirected to a new page where you need to choose your state or union territory from the dropdown menu.
- After selecting your state, you will be directed to the respective state’s transport department website.
- Look for the option to apply for a new PVC driving license and click on it.
- Fill out the online application form with accurate details.
- Upload the required documents.
- Review the information provided and make any necessary corrections before proceeding.
- Pay the applicable fee for the PVC driving license application through the available online payment modes.
- Once the payment is successful, submit your application.
- After submission, you will receive an acknowledgment or application reference number for future correspondence.
- Keep the acknowledgment or reference number safe for tracking the status of your application.
