The allocation procedure is fully automated and is conducted through the online allotment application. e-Awas : e-Awas serves as the primary software responsible for managing the entire online process of house allotment. Developed by the government, this software aims to ensure a transparent, paperless, and convenient process for fairly allotting houses to eligible Central Government employees.

Central Armed Police Forces (CAPFs) : The Central Armed Police Forces (CAPFs) are armed police organisations under the administrative control of the Ministry of Home Affairs, New Delhi.

Main objectives of CAPF e-awas scheme :

• The primary objective of the CAPF e-portal, inaugurated by the Honourable Home Minister of India, Mr. Amit Shah, in Delhi, is to allocate residential accommodations to all personnel of the armed forces.
• The portal facilitates the allocation of vacant accommodations intended for one force to actively working personnel under other interested forces.
• This provision aims to enhance residential satisfaction among CAPF employees.
• The Home Minister disclosed that when the current central government assumed power in 2014, the residential satisfaction ratio in the CAPF stood at only around 33-34%, which has since increased to approximately 48%.
• With the launch of the CAPF eAwas Portal by the central government, aimed at simplifying and making transparent the process of fulfilling the residential requirements of the forces, the objective is to increase the residential satisfaction ratio of CAPF personnel to 74% by 2024.

Registration and Login Process for eAwas CAPF Portal :

1. Visit the official website of CAPF eAwas at – eawas.capf.gov.in

2. On the homepage, navigate to the “Login” tab or directly access by clicking here for eAwas CAPF Portal login.

3. New users can click on the “Don’t have an account? Sign Up”  link and register on the CAPF eAwas Portal.

4. Fill in the required information including name, designation, email ID, mobile number, and click on the “Register” button to complete the eAwas CAPF portal registration process.

Applying for a Residence through e-Awas:

1. After creating your login ID, fill out the DE-2 form provided.
2. Once filled out, take a clear print of the DE-2 form.
3. Send the printed form to the Director of Estates Office in Delhi.

Eligibility Criteria for CAPF e-Awas Portal:

• To apply for residential accommodations under the CAPF e-portal, candidates should be permanent residents of India.
• Applicants must be central government employees or employees working within the borders of the National Capital Territory (NCT).
• The proposed site of applicants must be approved by the Cabinet Committee on Accommodation (CCA).
• After approval from CCA, applicants working in government agencies outside Delhi must submit their plans to the directorate. They must also provide relevant information such as office status and retirement date.
• Candidates must reside in the designated zone, which includes the entire NCT region of Delhi.
• The city limits serve as the allocation region, guided by regional offices in other cities.
• The applicant’s department should not have an accommodation scheme for its employees to prevent accumulation of properties.
• There is a priority waiting list for all allotments, with various priorities determining the type of residence allocated.

Advantages of CAPF eAwas :

i. It provides an accurate inventory of “Residential houses and SFAs” across all CAPFs along with their locations.

ii. It enhances transparency in the allotment process of accommodation to CAPF personnel.

iii. Responsible for allocating quarters/SFAs to CAPF personnel based on a standardised “Standard Operating Procedure (SOP)” or guidelines for inter-Force allocation of quarters.

iv. The process transparent and user-friendly for both applicants and the department.

v. All data and records related to the allotment process are centralised and accessible to stakeholders.

vi. The portal allows Central Armed Police personnel to apply for unallocated residences after a period of 04 months through the online process.

vii. Users will receive timely information related to allotment via mobile and email.

Important Rules About e-Awas House Allotment :

1. Candidates allotted must accept house and obtain the permission slip by the 18th of each month after successful allotment.

2. If technical possession not obtained by the 20th of the month, the vacancy will be carried forward.

3. If bidding for houses is allowed, applicants must update their profile by the last day of the preceding month. For example, for the March 2024 bidding cycle, applicants must submit their information by February 28th, 2025.

4. The bidding period runs from the first to the ninth day of the month (e.g., from March 1st to March 9th) and ends at 5 p.m.

5. Residences assigned starting from the 10th day of the month (for the March bidding cycle, allotment starts from March 10th, 2025) on a waiting list basis.

On what basis houses allotted by the Government ?

1. For lower types of housing (types 1-4), only rank or date of enlistment considered.

2. For higher-end lodging, several factors come into play, including:

1. Officers’ graded pay
2. The starting salary
3. The service’s start date
4. The beginning of the candidate’s current pay period.

3. If all aspects similar among two or more applicants, those who joined the service earlier given priority on waitlist.

Housing Allotment & Government of India functionality :

To ensure a fair and corruption-free allocation of government housing, the General Pool Residential Accommodation (GPRA) system relies on e-awas technology and a website called e-sampada. E-awas makes sure that the process of assigning government housing is transparent and free from corruption.

These units gradually being allocated by the Directorate of Estates for use as holiday homes or tax-free residential zones. The Directorate of Estates is responsible for assigning government residential accommodation to eligible officers and officials of Government of India offices. The allocation process fully automated and completed through an online application.
